Overstrand Municipality has another feather in its cap for service excellence. It received the Service Excellence: Overcoming Adversity Award at the 2025 Western Cape Procurement Conference last week.

This award recognises municipalities that navigate procurement challenges with resilience and innovation. In 2023, severe flooding damaged critical infrastructure, including a key access bridge over the Onrus River and a raw-water pipeline supplying Camphill Farm, Camphill School, local farms and bulk-water supply to Hermanus.

Despite the urgency, the municipality followed all required supply-chain management (SCM) protocols, ensuring full compliance within mandated time frames.

Executive Mayor Archie Klaas, along with Ivin Witbooi, Manager: Demand & Procurement Management, and Clint le Roux, Divisional Manager: Supply Chain Management, accepted the award on behalf of the municipality in the absence of Dennis Hendriks, Principal Engineer: Project Management Unit, who was the primary nominee and subsequent winner.

The 2025 conference theme, “Blueprint to Impact – Creating a Legacy of Growth,” focused on infrastructure, energy and legislation. It highlighted the critical role of sustainable procurement in driving development, supporting SMMEs and empowering women and youth-owned enterprises.

Klaas expressed his enthusiasm for attending the 12th annual Smart Procurement Conference, emphasising its importance in fostering collaboration, sharing best practices and strengthening service delivery across the Western Cape.
